The Federal Government of Nigeria officially inaugurated a Technical Working Group on July 24, 2025, tasked with developing the country’s National Carbon Budget to fulfil commitments under its Nationally Determined Contribution (NDC 3.0) and the Climate Change Act of 2021. Led by the Minister of Environment, Balarabe Lawal, the initiative aligns economic planning with climate goals using a five-year budgeting cycle, with annual reviews to monitor Nigeria’s greenhouse gas trends and progress toward emissions reduction.
The working group includes representatives from the energy, transport, agriculture, water, finance, and planning sectors, along with academia, civil society—including women- and youth-led climate organizations—and development partners. Permanent Secretary Mahmud Kambari emphasized that the carbon budget framework is more than a technical tool—it is central to Nigeria’s economic, social, and environmental strategy, designed to reduce climate risk, protect vulnerable communities, and catalyze green job creation, capacity-building, and innovation. The process will lean on strong data collection, scientific research, and inclusive stakeholder engagement to ensure transparency, credibility, and accountability in emissions management.
