The Nigeria Hydrological Services Agency (NIHSA) has flagged 33 states and the FCT as high flood-risk zones in 2025, identifying over 1,200 communities across 176 LGAs. This was revealed during the release of the Annual Flood Outlook by the Minister of Water Resources and Sanitation, Prof. Joseph Utsev.

Flash and urban floods are likely in major cities like Abuja, Lagos, Ibadan, and Port Harcourt due to poor drainage. Coastal states may also suffer tidal flooding. To address this, the government plans to introduce a National Flood Insurance Programme, the Niger Flood Project, and other climate resilience efforts.
