Nigeria has formally submitted its updated Nationally Determined Contribution (NDC 3.0) under the Paris Agreement to the UNFCCC Secretariat as of September 22, 2025. The submission was described by Simon Stiell, UN Executive Secretary for Climate Change, as “a significant step forward” for Nigeria’s energy and climate transition. The updated plan, validated in August after a workshop by the National Council on Climate Change, sets clearer near-term targets to cut emissions and outlines a path toward achieving net zero by 2060. It also aims to be more inclusive by involving broader parts of society in climate action.

Stiell noted that the clean-energy strategy within the plan offers Nigeria the chance to generate jobs, attract investment, and gain socioeconomic benefits from its youthful population. He praised the document for sending a clear signal that climate action and development need not be at odds, but can reinforce one another. The revised NDC is slated to play a central role when Nigeria participates in COP30 in November.
