The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has unveiled plans to merge its existing safety, environmental, and decommissioning regulations into a single streamlined framework under the proposed Midstream and Downstream Petroleum Safety and Environmental Regulations 2025. The consolidation aims to simplify compliance, eliminate overlapping legal requirements, and enhance alignment with the Petroleum Industry Act’s mandate on environmental safeguards.

During its stakeholders consultation forum in Abuja, NMDPRA emphasised that the new unified regulation will explicitly guide safe abandonment and decommissioning procedures for midstream and downstream operations—including filling stations—to prevent environmental hazards such as groundwater contamination. While downstream operators, including fuel retailers, expressed concerns and recommended limiting the scope to midstream activities, the authority remains firm on extending coverage to foster public health and environmental protection across the value chain.
