Representative Kama Nkemkanma, speaking on behalf of the Society for Planet & Prosperity (SPP), highlighted the critical need for aggregated climate action across Nigeria’s 36 states and FCT. SPP’s initiatives—starting in 2023—have included a national survey and mapping of climate impact, governance, and policies at the sub-national level, followed by the launch of a climate governance performance ranking, guiding states on administrative structures, policy frameworks, budgeting, implementation, and online visibility. Kicking off in Abuja in November 2023, the campaign has already influenced climate planning in states like Enugu and Taraba.

In June 2025, SPP also published its first 2024 Greenhouse Gas Emissions Report, becoming one of the first civil society organizations to comply voluntarily with Sections 19 and 24 of the Climate Change Act. The report, which tracked emissions from generators, transport, plastic use, and digital infrastructure, set time‑bound reduction targets and called on other public and private entities to follow suit. Rep. Nkemkanma stressed that this combination of sub-national performance benchmarking and organizational self-reporting provides a powerful model—ensuring local-level actions collectively drive Nigeria toward its NDCs and net-zero 2060 goals.
