Nigeria’s National Hydrographic Agency (NHA), led by the Hydrographer of the Federation, Rear Admiral Ayo Olugbode, has unveiled a strategic plan to leverage hydrographic services for Africa’s maritime transformation. Through the production and commercial subscription of indigenous electronic navigational charts, the agency projects annual revenues of $9–10 million, aligning with global ENC market share. This initiative enhances maritime safety, supports safer navigation in territorial waters, and lays a digital foundation vital for coastal infrastructure, offshore energy, fisheries, aquaculture, and even leisure sectors .

Going beyond national borders, the NHA is set to bolster the Blue Economy across West Africa by offering training, survey assets, and bathymetric data to neighboring countries, supporting the UN Seabed 2030 effort. Anchored within Nigeria’s broader policy framework—including its National Policy on Marine and Blue Economy and growing institutional capacity at NIMASA, NIWA, and NIOMR—the agency’s mapping services will underpin marine spatial planning and resource management. With upgraded survey vessels, advanced digital charts, and trained personnel, Nigeria is positioning itself as a regional maritime hub and a key driver in Africa’s sustainable ocean economy
