The Paris Agreement Implementation and Compliance Committee (PAICC) convened its 13th meeting in Bonn in April 2025, marking a significant transition under the leadership of newly elected Co-Chairs Eyad AlJubran and Jacob Werksman. With the upcoming submission deadlines for Nationally Determined Contributions (NDCs) and Biennial Transparency Reports (BTRs), the Committee emphasized its role in facilitating implementation and promoting compliance in a transparent, non-adversarial, and non-punitive manner. Recognizing that many Parties had not yet submitted their new NDCs, the PAICC decided to issue notification letters reminding them of their obligations under the Paris Agreement. The Committee also acknowledged the importance of providing Parties with an expanded period to respond, considering the integration of outcomes from the global stocktake concluded in 2023.

UN Climate Change Executive Secretary Simon Stiell highlighted the significance of the forthcoming NDCs, describing them as among the most critical policy documents governments will produce this century. He urged countries to submit ambitious and high-quality climate plans to ensure alignment with the goals of the Paris Agreement. The PAICC’s proactive approach aims to support Parties in meeting their commitments, thereby enhancing global efforts to combat climate change and fostering increased investment in sustainable development.
